ECC was founded in 2022 to provide high-quality early intervention services to young children. In the familiarity of their home, in the presence of their special caregiver, and in the family’s preferred language.
Early intervention is about noticing and addressing risk factors that may affect a baby or toddler’s healthy development. At ECC, we focus on the social and emotional well-being of young children and believe in the power of first relationships. We take time to understand each family’s life and unique parent–child bond to tailor our support. We also provide consultation to programs and leaders, helping them strengthen reflective practice, support staff well-being, and grow as leaders in their work with children and families.
ECC provides Early Intervention services via the Child & Family Connections offices throughout Chicago and the northern and western suburbs of Illinois.

Born to a Cuban mother and a Mexican father, culture has always been an important lens through which I understand family practices, relationships, and human development.
No matter how young they are, infants and toddlers actively participate in everyday routines that are very much guided by their family's cultural community. Yet, through my work, I often bumped against the same two walls: 1) lack of services for bilingual families 2) lack of professional support for bilingual professionals.

Hello, my name is Jessica Fernandez! I am a licensed clinician social worker with over 7 years of experience working with young children and their families. I enjoy working with children because I love to see them explore, get curious, build relationships and grow. I hope to provide parents the support and the compassion they need to explore, build and grow along with their child.
As an infant and early childhood clinician, I prioritize learning and understanding worries that parents may have and connecting their observations with their child's social and emotional development so that, with a plan, they can respond in ways that feel satisfying for their relationship.
As a parent, I am keenly aware of the complexities between parent's emotional well-being and the critical need to normalize and validate that parenting can feel wonderful and good, but it can also feel like a rollercoaster: fast, unpredictable, and hard-- all at once! Through my work with Postpartum Support International's Hotline I provide clinical support to parents and caregivers who are seeking psychoeducation on perinatal mental health.
